Why Cameroon BESC Certificate is Mandatory

The BESC (Bordereau Électronique de Suivi des Cargaisons) is a mandatory electronic cargo tracking certificate required by the Republic of Cameroon's Ministry of Commerce (MINCOMMERCE) for all cargo shipments entering Douala, Kribi, Limbe and any other Cameroon ports. Effective from July 11, 2006 (Decree 00557/MINT by the National Port Authority), all seaport entrances to Cameroon must apply for BESC certificate.

⚠️ 2025 Critical Update: 2-Day Advance Validation Required

Since January 1, 2022, any BESC must be validated no later than TWO (2) days before the arrival of cargo in Cameroon. Failure to comply will result in PENALTIES at the landing port. Shipments without valid BESC certificates face immediate rejection, storage fees of 15,000 XAF daily, and fines up to 500,000 XAF.

🆕 2025 Invoice Requirements

From January 1, 2025, invoices must include complete and accurate details for both importer and exporter: full address, email, telephone number, AND the importer's taxpayer number for system registration.
